RTOS/TM4C1290NCPDT: Can I do a socket connect to ports other 23 an 26?

I need to use my Windows 7 application to send  and receive data over the Serial to Ethernet Converter serial port. Can I do a socket connection with ports other than 23 ans 26? Is it acceptable to open and close socket connections on 23 and or 26?
