I can't connect my board to the PC, keep getting messages "power surge on hub port". This is the same for all usb ports on my laptop.
Did anyone have similar experience

It may pay - if the multimeter proves proper (resistance measure w/voltage low enough so as NOT to "turn -on" various semi-junctions) to measure the resistance across your TM4C board's USB connector's 5V pins.
You have not disclosed - nor have you been asked - to comment upon the, "Power Led" upon your board. Such request now lands!
A "too low" resistance reading there - likely would cause the situation you report...
Should that "prove the case" I'd carefully "pull any (assumed) filter caps across the 5V line. (they are "usual" suspects.)
And - a replacement USB cable - could not hurt...
When plugged in - does the LPad power Led turn on? And - most helpful to obtain & repeat such test w/a different USB cable. (although current "does" appear to flow thru that cable to cause, "Power Surge Report." It is expected that yours is far more likely to be an "over-current" rather than "surge" situation.)
