TMS570LS0714: SWI exits immediately even though wake-up enables are all clear

Wake-up enable is all clear (verified in the debugger under registers-vim-wakemaskclr0..2) and WFI exits immediately.

The TRM section 15.5 reads as if WAKEENAn are all zero, no WAKE_INT would occur (and yet wakeup is immediate)

Please help identify the reason WFI is not pausing endlessly given the zero wakeup masks.
