Can I ask a debug guideline for my customer board?

My customer put a TM4C1294NCPDTI3 on their board as an XDS110 equivalent.

They produced several boards two times:
 - 1st lot: All boards were good.
 - 2nd lot: Produced 8, tested 3, failed 3 (All).

Issue description:
Xdsdfu.exe failed. A sample screen shot was as the below.

When the 1st and 2nd productions were compared:
 - Not identical: The unit.
 - Identical: board design, component part#s.

That is, the last time it was successful to program the XDS110 firmware (but this time).

I asked to try a "cross check", exchange the TM4C component between the good and NG board to isolate the issue from TM4C, solder, and the other components.

Please advise if you have other ideas.
