SAFETI-HALCOGEN-CSP: Does CSP compliance require a HIL to set inputs and read outputs from I/O devices?

I am trying to figure out how the unit and function tests generated by the SAFETI-HALCOGEN-CSP work.  To test the HALCOGEN drivers for correctness, I would expect to have to set specific inputs using some specific device and see that the the drivers read them, then set specific outputs and read them from the physical I/O using some external device.

The CSP user's manual doesn't make any reference to configuring any kind of HIL system, so how are the test results verified?
