I'm having this same problem but I cannot solving running HET IDE as admin, it doesn't work.
I have a problem installing HET IDE v03.05.01. When I try to start, I get an error message telling me that syncadlauncher.dll was not found. During syncad installation, I got an error during installing unwise.exe, but I think this only affects the uninstallation process. SynCAD installation ends with the error message: "Error installing SynaptiCAD. SynaptiCAD must be installed to use the HET IDE." However, syncad seems to be working and syncadlauncher.dll exists in C:\SynaptiCAD\bin\win32. Is there a way to tell HET IDE where it can find syncadlauncher.dll?
Installation details:
HET IDE v03.05.01 (installed on C:\Program Files (x86)\Texas Instruments\Hercules\HET IDE\03.05.01\)
SynaptiCAD was installed on (C:\SynaptiCAD)
WINDOWS 10 PRO (v1803 build 17134.228) running on Dell OptiPlex 5050
