The TMS470R1B1M is no longer recommended for new designs. Are you using the high temperature SM470R1B1M-HT instead? If so, I can transfer this thread to that group and they are more likely to be able to help you.

I have no experience using IAR tools, but address 0x04 is the undefined instruction vector and it looks like you have a branch to self at that location. Here is a link from ARM that describes the exception vectors for the ARM7TDMI CPU.
