    Is R2 4.7Kohms or 47Kohms? If R2=4.7kohms, the volateg at GIOB6 pin is 24*4.7/(47+4.7)=2.18V which is bigger than VIH (2V), and the circuit is ok. If R2=47kohms, the vltage at GIOB6 pin is 12V which is beyond the maximum input voltage (4.6V).

    The RC circuit (100kohms, 1uF) gives some delay for voltage level at GIO pin to become stable. If R2=4.7kohms, it will take 240ms to reach VI, and 46ms to reach VIL (0.8V). This means that if you read GIOB6 DIO within 46ms after the 24V is applied, you will get "0" or LOW. and you will get "1" or HIGH for sure after 240ms.
