LM3S9D96: Startup Issue - Stuck in ROM

Customer has already checked and following correctly LM3SYSCTL#19 but they are still seeing some startup issue on high percentage of units when power cycling.  Using JTAG/CCS they have confirmed the device is getting stuck in the ROM code loop is between the address 010028c2 – 0x0028cc

Want to understand how the device is getting stuck in this loop, any suggestion?

    Please note this is a NRND part for quite some time already and I have no experience at all with this part. Is this part just recently deployed to the field or they are field returns after years of operations?
    Is the problem happening at every power cycle? What is the percentage of the power cycles that will get stuck in the ROM?
    Once they connect to the unit via JTAG, can they at all recover? For example, by doing a software reset?

    This has been an on going issues, but customer did a lifetime buy and are consuming their inventory. They noticed a significant fallout ( ~25%) of failures and they are attempting to diagnose the problem to resolve it since they cannot buy anymore replacement units.

    For the failing device, it is always failing from time zero, these are not returned units, Using JTAG it "works", but when the unit power cycles, it will fail.

    Do you have the scope capture of the VDD ramp up and the nRST pin? What is the power cycle time? For example, the time from the unit is power down to power up. If they increase the time between power down to power up does it make a difference? Does the temperature affect the results?
