Maybe it is used tray and dried pack.
And it's packed in cardboard box.

However, it was brought to our attention that the T&R document doesn't have the 128 TQFP listed, but the following thread Charles offered his feedback and the customer verified the information given: e2e.ti.com/.../2462720

I got new information, the reel width is actually 24.4mm and has a diameter of 300mm.

Hello Atsuko,

I was surprised by this as well, but I was given a master sheet with all TM4C device packaging specifications on it and searching that exact MCU from your post (TM4C1292NCPDTi3R) gave me the reported reel width and diameter.
