When application does not start, is there reset condition on MCU? If oscillator failure is detected this could lead to reset. After power on, the clock detect circuit (CLKDET) begins monitoring the oscillator. If oscillator is not within a valid range, the clock detect selects HF LPO as the default clock for device. Then application will be execute at a reduced frequency. But if HF LPO is disabled and CLKDET is enabled this could lead to reset (When reset on oscillator failure is set, PLLCTL1.23 (ROF), the device responds to an oscillator failure by generating a device reset.).
The power-up sequence starts with the I/O voltage rising above the minimum threshold, core voltage rising above the minimum core supply threshold and the release of power-on reset. The different supplies to the device can be powered up in any order.

We'd like to enable HF LPO, check if oscillator fails, and output a GPIO signal.

I don't have a reference code.
By default HF LPO and CLKDET are enabled.
In Clock Test Mode user can output very useful information on ECLK and NHET1[12] terminals. See Chapter 2.4.4 in device TRM.
