what software and hardware needed to read the tms77c82nl microcontroller

Wow, that is an old part. I suggest you remove the part and load it into a commercial device programmer such as from BP Mircosystems or Data I/O. Search the web site of your favorite device programmer company and do a device support search to see if they support this device and which programmer or adapter is required.

The dataio programmer seems like its not made anymore and the BPM one is a expensive big model. Do you know of any cheaper small programmers

Contact BPM Microsystems. They also have manual bench top programmers. Look at the 1710 with a SM48D socket module. (None of them are cheap though.)

Do you know of any cheaper alternatives other programmers?
