RTOS/TM4C1290NCPDT: XDCTools not running in CCS

Tool/software: TI-RTOS

CCS v8.3.1.00004.  When I the .cfg file in my newly created TI_RTOS project (and also the .cfg file in the gpiointerrupt_DK_TM4C129X_TI project), it doesn't open the graphic environment, just the text editor.  The xdctools_3_32_00_06_core directory exists in \ti.  Is there some way that I need to install it into CCS?  I cannot find any instructions for it.
