What happens if a a higher priority interrupt occurs during lower priority ISR? Will the latter be preempted? Will the latter resume the execution after the former is finished?

A higher priority interrupt will preempt a lower priority. Execution will resume with the lower priority interrupt after all higher priority interrupts have been serviced.
