TM4C1290NCZAD: Tiva design guideline vs NFBGA design guideline

Part Number: TM4C1290NCZAD

Dear team,

my customer has some issues with our design guidelines.

There are two guidelines and you can find them here:

http://www.ti.com/lit/an/spraa99b/spraa99b.pdf

http://www.ti.com/lit/an/spma056/spma056.pdf

Our customer followed the official Tiva design guideline.

Which recommendation should they follow or are both valid?

An example:

System Design Guidelines for the TM4C129x Family SPMA056 - page 4:

nFBGA Packaging Application report SPRAA99B - page 6:

Could you please help to clarify?

Thanks,

Peter
