I would like to download the F021 library which is supposed to be here http://www.ti.com/tool/F021FLASHAPI.

Yet the link is dead. Could you send it please ?

The F021 Flash API library for Hercules includes support for Hercules MCUs, including those that use the Cortex R5 CPU.

The last lib i found after installation is F021_API_CortexR4_LE_V3D16_NDS.lib

Does it work for R5 ?

Attached are the libraries that are installed under the C:\ti\Hercules\F021 Flash API\02.01.01 folder, assuming install under C:\ti\.

The libraries that are applicable for the R5 based MCUs (RM57x and TMS570LC43x) are highlighted in image below:

Use the libraries with "*_LE_*" for RM57 and use the other set (with "BE") for TMS570LC43x.
