I am not fully clear what you are needing. The software package we have for TM4C devices is the TivaWare package found here: http://www.ti.com/tool/SW-TM4C

But I don't think that is what you are looking for... can you clarify specifically what tools you are seeking?

See Section 3.3. The XDS200 is one of the more popular ones I believe.

Also not mentioned in there but also used by many customers is Seggar's J-Link.

Segger's J-Link is (even) more popular.

Often these 'Cadillac' development tools are available at 'large discount' when used for 'education.' (There is no requirement that one be 'school or university' affiliated...)
