Generic HAL libraries which can be used across the broad portfolio of low-power, high-performance microcontrollers are not supported but these might be supported on a specific platform. Since this is C2000 specific forum, let us know if you have any C2000 specific questions.

To expand a bit on the TI MCU offerings, TI has various families of MCU's. Each family have their own dedicated software kits for support.

For example, our TM4C family including TM4C123x and TM4C129x devices are handled by TivaWare

Furthermore, wireless/wired connectivity MCU's are handled within the SimpleLink ecosystem:

Furthermore the MSP430 line also has the same with MSPWare (these are not ARM core though).

This all said, SDK's like TivaWare / C2000Wave / SimpleLink are designed to support just that particular product family. Each SDK offers specialized features based on what customers need most to use those devices in the areas they best fit.
