TM4C1294NCPDT: TM4C1294NCPDTT3R bootloader?

The TM4C1294 device has a bootloader in ROM, which runs when the procedure shown in the page below, section Troubleshooting → Flashing the bootloader is followed.

This will only work if the device is properly soldered, powered and has a good stable clock running. 

As an anecdoctal point, I replaced a damaged device on one of my boards and, without any visible evidence, I found out that I accidentally damaged the crystal oscillator with the excessive heat of the desoldering tool, demanding its replacement. In this case, I would suggest your customer to perform a thorough troubleshoot of the device and its surroundings. 

If you want to try and access the TM4C1294 device via JTAG, you can try to solder wires to the pogo pins of the launchpad's pad named P8 (in the bottom side of the board) and connect it to an external debug probe. Keep in mind that the connections must be kept very short and without crossing wires.
