CCS doesn't support loading hex file, but uniflash does.

Uniflash-> Program->Image, then select the hex file

I just program one hex (intel format) to LC43x flash using Uniflash:

Thank you for testing the hex file in Uniflash. The customer said the format is in ASCII. Have you tried the attached PDI file in my previous response?
