I have a customer starting board bring up and they are wishing to test before applieing power, they have asked if we have a FMEA analysis (pin to adjacent pins, pin short to gnd, pin short to power supply, open pin) for this device to save him some time.

Pin-level FMEA's are usually only required for devices with simpler structures and "fewer" pins. A pin-level FMEA is not usually required for complex devices like MCUs and Processors. The rationale is that we incorporate the pin related functions in our FMEA's/FMAs we have completed on the IP itself and incorporated the resulting diagnostics detection capability into our FMEDA and Safety Manuals as recommended safety measures. An FMEA for a Hercules device includes the specified fault models from the standards an includes stuck at 1, 0, and drift failure modes for the IO. Similarly, power failures are considered for analysis of the power domains and power infrastructure according to the fault models specified in the standards for the power domain.
