Is it possible to purchase only the JTAG conversion board "CTI20 (IN) -ARM10 (OUT)" which is a set of TMDSEMU110-U?

    These are not available separately from TI/on TI.com.  I'd recommend searching for this kind of adapter/cables on a distributor website like Mouser or digikey.  Since these are pretty common across the IC industry you should be able to find something compatible.
