my customer had a question about the TMS570LC4357-EP. If they take a chip off the shelf and power it on (without flashing it), what state should they expect the IO pins to be in? (output high/low, high impedance, etc)?

They are input pins, but not necessarily high impedance. It depends on the pin. They should look at the Terminal Functions section of the datasheet (table 3-2) to see the default pull state of each pin. Then check section 4.8 to see the maximum and minimum current for the pull-up or pull-down.
