    Yes, it is applicable. Please refer to the design files given in the C2000ware folder.

    The TMDX version should be an earlier version of the TMDS version. 

    To answer your main question, revision 1.3 of the board uses a 20MHz crystal as the main MCU clock. Check the revision number marked on your board.
