TMS320F280039C: Add API to access low byte directly in VCRC library

I am asking this for our customer.

In the post,

The user wonders if TI can add some more API in VCRC library to handle this kind of issue to access low byte only.

Otherwise, they may need to refer to the code in the above post and modify it by themselves, which takes time and efforts.
