we have designed a control card using TMS320F280037CSPT(48 pin, LQFP) in one of our projects. I am not finding the availability of these parts anywhere. Please let me know if you could provide samples(at least 4 pieces)?

The F280037C device is currently in preview status, so samples will be in very limited supply. I would suggest you use the superset F280039C device to develop your application https://www.ti.com/product/TMS320F280039C#order-quality

Only the 100-pin and 80-pin have released.

The 64-pin and 48-pin will release shortly.
