When I was looking at the Technical Reference Manuel of the F28004x, I had a question about the DCSM part:
1. As mentioned in 3.13.1.2, the password for ECSL is part of the password for CSM (64 bits of it). Since the CSM password is stored in the OTP, then the ECSL password should be in the same location. In 3.13.7.7, it is described that the location of the ECSL password is in Flash.
So could you please explain the reason for me? Thank you very much!

Since the CSM password is stored in the OTP, then the ECSL password should be in the same location.
Yes, ECSL password is in same location as of CSM (in OTP). OTP is refereed as "One Time Programmable" flash hence sometime it's referred as flash. We have taken a note of this and will make appropriate update in next revision.
