As I believe this development board F280049C with LaunchXL will come with the primary bootloader, but to modify the bootloader or to develop the secondary bootloader I have below queries.
1. Which debugger will support/compatible with our evaluation board?
2. Does board will come with the JTAG?
3. Which tools are needed to develop/ modify he bootloader?
