Could we use another CLB Tiles # Counter to release control to AOC Stage3, and then it can be achieved delay signal by the below:

The gate means the output will reflect an AND, OR, XOR with another signal.

For example, if AOC is configured to gate AND:

or an OR of another signal

There is also possible to apply a "release" to force the output high or low - but not delay.

The AOC does not delay signals.
