I want to write some data in OTP ,but when I read the user OTP memory, I found that the data inside was not empty under initial conditions. May I ask if there are any issues with writing these addresses to the storage.

If you are writing to a location that initially has 0xFFFFFFFF (blank), then no issues, but if there is existing data (not blank) data on that location then only the bits with'1' will be writeable. I think the DCSM tool will return an error too after read back if this is the case. Which particular location in OTP are you writing to?
