Where did you order these launchpads from?
Do they still not show up in device manager? That is a strong sign that the board has been damaged.
Its from a local supplier here at New Delhi, India. Issue is that my other lab mates working on same supplied DSPs are working fine. One thought in my mind is that USB port of my desktop is giving higher or lower voltage to the DSP. Can that be a possibility? Pen drive etc are working ok on those USB ports.
Device Manager shows as in attached screenshot. (Same as in earlier cases).

I don't know if this is possible, but it would certainly cause a problem.
To me it sounds like these boards are being damaged somehow. Please make sure to follow ESD guidelines, and make sure that the correct voltages are being applied.
