TMS320F28P650DK: E-CAT port issue from LP to customer board

I and customer can run the CIA402 E-CAT demo properly on the LP-F28P65, but customer cannot port the SW into their own design, the process with stuck in ESC_initHW function. We did the below test:

1. Use the EEPROM in LP to replace the EEPROM in customer design -- the SW can work properly in customer design

2. Use the new EEPROM in customer design -- the SW cannot work properly in customer design. The P/N of new EEPROM is the same as EEPROM in LP.

Is there anything I can check for this issue? This is the final issue that block customer produce their product.
