F29H850TU: Invalid Address Provided to Flash

Tool/software:

I have an XDS110ISO-EVM that I have been using and connecting to target successfully, used to flash F29H850TU9 with no issues. At some point I tried to flash and got the error below, and error kept showing at every flash attempt.

C29xx_CPU1: Error during Flash Programming. Program command was not issued since address provided for Flash program operation is invalid. Address provided is 0xFFFFFFFF
C29xx_CPU1: An attempt was made to program to an address not within this Bank Mode.
C29xx_CPU1: Please ensure that you have programmed the correct Bank Mode prior to flash programming.
C29xx_CPU1: File Loader: Memory write failed: Unknown error
C29xx_CPU1: GEL: File: C:\Desktop\Project_MCU_Core1\FLASH\Project_MCU_Core1.out: Load failed.
File: C:\Desktop\Project_MCU_Core1\FLASH\Project_MCU_Core1.out: Load failed.

The same .out build flashes successfully on a different on a different bench with the same F29H850TU9 model.

Steps taken: 

1. The F29H850TU9 from the setup that fails to flash was swapped with a new F29H850TU9 and the same error showed.

2. Unboxed two new XDS110 debuggers and couldn't connect due to the following error message "SEC_AP_C29: Error connecting to the target: (Error -2064 @ 0xD) Unable to read device status. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK). (Emulation package 20.3.0.3656)."

3. Recycled power few times and lowered TCLK until reached lowest available frequency.

4. Swapped the XDS110 debugger with the one from the working bench, was able to connect to target, but got the same invalid address error mentioned in bold.

5. Recycled power few times during each test setup.

6. Manually changed bank mode among 0-1-2-3.

Any suggestions on these two issues?
