Core 3 stuck in free-running state when attempting to connect it to load symbols

I am using"Project-less Debug" Workflow on CCS

Build the combined project (the one that includes binaries for all cores).
In the Project Explorer, right-click your .ccxml target configuration file and select Start Project-less Debug.
In the Debug window, manually connect to CPU1 first.
Load the Program (.out) onto CPU1.
Run CPU1 until it hits the ESTOP or the point in the code where it initializes the other cores.
Only then connect to CPU3 and select Run > Load > Load Symbols.

Are you using a custom example or something default from the SDK?
- If custom, please confirm that an SDK example works

I tried TI example and it is working fine but, our project behavior is not consistent. Sometime working fine and sometime the core 3 stuck at this fault.

Hello,

Thank you for confirming that. Since the SDK example works and your project is having inconsistent behavior, can you compare the post-build steps between the projects? Something is missing in your project that is most likely causing this behavior.
