1. For the TMS320F2807X, What is the maximum speed that the EMIF can function at?
2. For the F28M3X Ethernet stack, is this stack in ROM already or does implementing this eat into existing available memory?

For the TMS320F2807X, What is the maximum speed that the EMIF can function at?
EMIF supports SRAM (SDRAM) and ASRAM (ASYNC). For SDRAM the supported speed is 100MHz. For ASYNC, EMIF can operates @200MHz which means all the timings(SETUP/HOLD/STROBEs) are multiple of 5ns.

No, it's not in ROM. It need to go into internal RAM (or external).
