    The max line voltage should be 1.732*Vdc*1.15 / (2*1.414) = 422

    Ensure that at full modulation index, you see maximum pulse widths corresponding to sine peaks.

    I recommend to disconnect the power and just test the PWM outputs alone. I am suspecting that the CMPA values written into the EPWM probably has a divide by 2 error sneaked in somehow.
