I am having an issue with the Texas TMS320F28035 programming in Flash. The device seems to be getting locked after trying to program in Flash. During programming using CCS Uniflash it generates an error stating “ Device may be locked or JTAG might be unreliable” . I tried using another JTAG but the same error keeps coming. Also at times during programming it doesn’t generate any error but doesn’t generate the required output too.
PS: the same code runs in RAM with the JTAG connected. Version CCS 6.1

Check the power source, if the power is not sufficient, you may get these kind of issues.
Are you trying this on an Eval board? or custom board with custom power supply, If custom power supply check the amount of current its drawing and try to increase that. During flashing the program you need more current.

After connecting to CCS, please check the content of Flash via Memory watch window. If you see Flash content in all sectors as 0x0 then device is LOCKED and it's very unlikely to recover.
