In most of the cases why we are using non BIOS file instead of BIOS file?

Hello,

The BIOS version of the cmd file is for use in applications that use SYS/BIOS. If you aren't using SYS/BIOS, you can stick to using the the nonBIOS version.

The only difference between them is their handling of the PIE vector table since SYS/BIOS supplies its own default ISR to the vector table.

SYS/BIOS is a real-time operating system (RTOS), so you can use it if you require an RTOS (for multithreading, synchronization, memory management, etc...)

It's not required to use it in your application though.
