What do you mean by simulation block? Simulate simulink model without hardware?
There's no simulator for C2000 mcus. You can purchase very economical launchpads. For eg. LAUNCHXL-F28069M (in your case).

You can build many types of simulations with Simulink, and MathWorks has addon products for a variety of domains (e.g. electrical, power systems, etc). And you can export your algorithm to run on a C2000 MCU. More info here: https://e2e.ti.com/support/microcontrollers/c2000/f/171/t/484814
