I have been studying the F280049M controlCARD design. It looks like the one has to set the card to debug differently than for flash programming. If I read the schematic correctly, the JTAG signals are active when one wishes to program the flash, but the SCI pins must be active to debug. In a standalone design we will most likely be using an XDS200 programmer/emulator, but I need to know how to wire the CTI20 or TI14 connector to the target DSP, which will be an F280049PZ 100-pin device. Do I wire in the EMU0 and EMU1 to an SCI pin pair (TI14 connector) or EMU0 – EMU4 (CTI20 connector)?

Do you plan to debug and program the flash with the XDS200? If so, you would just connect the JTAG or cJTAG signals normally.
There is a snippet in the datasheet with respect to no EMU support so you won't have to worry about those signals:
I think there is some misunderstanding in the role of SCI pins. Can you help me understand how they fit into the picture?
