LAUNCHXL-F28027: GPIO4/EPWM2B failed to respond on newly purchased board on its first test

I recently bought a new TMS320F28027 Launchpad from TI store (online) and was testing PWM functionality of the board for running a PMSM motor during its first test. I found that the board that I received generate pulses correctly for PWM1A, 1B, 2A, 3A and 3B but pin PWM2B is continuously high at 3.0V. I am using MATLAB Embedded Coder to download the program available at:

The GPIO pin attached to it is GPIO 4 which is also not responding to input or output signal generation when programmed. The issue is at the IC pin level itself and rest of the board works fine.

I placed a replace request with ti.com but they declined due to reason mentioned as:

Declined : failure analysis is not provided for EVMs-TI has reviewed this request. Failure analysis is not supported for EVMs or development kits.

Note: I am using these boards from past 4-5 years and havent faced any issues with them so far. This is the first board which probably got shipped with failed component (IC on the board). I am not sure how to proceed with getting the board replaced or refunded for the same.
