TMS320F280048C: Circuit Designing

Hi Team,
I have got a doubt while designing with F280048CPMQR. 
1) I am using the internal DC-DC regulator for 1.2V generation, my doubt is do I need to connect all the VDD pin externally?. or are they connected internally. Some articles say it is better to connect externally even if they are connected internally.

2) The datasheet recommends 20uF effective capacitance at the VDDIO_SW pi can a pi filter like in the application note is able to provide the same?.

3)  Do I need to connect the VREFLOA pin to the ground(it is not specified in the datasheet) but in the application note it is grounded

4) Do we need to Ground all the PGAx_GND (pin no. 10&20)?

    1. They are internally connected, but you are required to connect every VDD pin together as show in the controlCARD's schematic which you referenced.
    2. Correct, 20uF are needed however it is achieved. If you wish to build a Pi filter, as shown, with 2 10uF capacitors that fills this requirement 
    3. The datasheet specifies that VREFLO should be tied to VSSA, which in this design is also tied to GND. If unused it should be grounded.
    4. All PGAx_GND pins should be grounded. Please note that the controlCARD schematic you are referencing is using a different device package so it has tied different pin numbers to ground for this purpose.
