1.For JTAG interface, only C2Prog + XDS emulator could work? Other tools looks obsolete...

2.C2Prog can only work with the boot loader inside the IC as user manual （www.codeskin.com/programmer）mentioned.
Do all TMS320 ICs from TI are shipped with primary boot loader embedded to support JTAG programming?

You are mixing two different things. To program the device via JTAG, the bootloader embedded in the on-chip boot-ROM is not needed. It is only needed when you want to program the device through the SCI (serial) port. Yes, the boot-ROM (and the embedded boot-loader) is part of all devices shipped.

Question 1:
It looks the programming tool on JTAG from TI (FTLF240X & SPRC074) are both obsolete. The only tool I can
find is C2Prg (www.codeskin.com/programmer) +XDS emulator. Any other JTAG programming tool is
available? It is better this tool could work with CCS & Win 10.
