I couldn't find this device online. If it has an enable pin and the voltage logic levels are the same as the MSP430, then the LaunchPad could be used to enable/disable the Nordic device. Or you could control a load switch that turns on/off the power to the other device.
Have you considered using one of our SimpleLink MCUs?
The simple answer is yes, but the devil is in the details.
Does your controlled chip have an enable?
Does it draw only a few mA?
Can it be powered by the minimum voltage at the current draw that the MSP puts out?
Can you use an external transistor?

Sounds like you don't need another MCU at all:

You should look at some of the TI "CC" chips that will let you use CCS to program them.

The whole point is that you don't *need* the msp430fr5994, for example, the CC1352 has a 48MHz ARM built in:
