MSP-FET430UIF "Error initializing emulator"

I am trying to debug on an MSP-TS430RGC64USB using an MSP-FET430UIF.  I can use this setup without any issues on my laptop (running Win7 64-bit).  However, I cannot debug on my desktop (running Win7 32-bit).  The FET shows up as COM3 on both PCs.  When I try to debug on my desktop, I get the following error:

    I've had some issues with the FET myself.  My suggestion is to run whatever software you're using to debug in Administrative mode. This is just in case.

    You should also try to reinstall the drivers.
