It depends. In general, yes, but the customer should review the datasheet for both devices and ensure the memory, peripherals and IO used in the FR2675 image exist on the other device. For example, the FR2675 has FRAM starting at 8000h, but the FR2673 starts at C000h. So if the FR2675 compiled image places the start of code at 8000h, this memory range does not exist on FR2673. But look at FR2676. It does have starting address so FR2676 and FR2675 could potentially share the image.
