MSP430FR2311，debug normal，programm can not run after power off then power on

I developed a programm in MSP-430FR2311 board, debug on board is normal. after power off then power on, app can not run. 

and I tried the official example, it seems the same problem.  I confused if there is something I have not set correctly?

please help me, thanks!

    There was a problem like this recently where the wait states were not configured correctly for FRAM. Under the debugger the core voltage was boosted a bit so it would run, but it would not run standalone. What is your Vdd?
