Vladmir,

Can you tell me exactly what version of Windows you are running on this PC?

Run the Windows utility systeminfo, and let me know what it reports for OS Name and OS Version.

Is there a non-English language pack installed?

We added back support for all character encodings (including Cyrillic), so it's not clear what the issue is.

It would help if you could post the relevant part of the error log file. The log file is located in the CCS workspace directory, in file ".metadata/.log".
