Yes, it doesn't matter. You can treat it High-Z mode.

Also, upon PUC, other than the digital IOs, what happens to the system?

If you see the picture show, the PxOUT and PxIES will not changed after PUC. Other registers will be reset to 0.

Yes, there is some difference between PUC and POR. I can't find a total description about what the system will do in PUC. You can only check every you cared registers compared with this chart. I think it is enough to answer your customer's question.
