Are you referring to the "Sensing Solutions EVM GUI Tool"? If so, it's located in the "Software Development" section of the HDC1000 page. Here's direct link to the EVM GUI if that's what you are looking for.

Seth has provided a link to the GUI.

Keep in mind that the HDC1000 is not recommended for new designs. We have recently released the HDC3000 series which provides higher performance. The HDC3020EVM is recommended for evaluation of the device in new designs.
